Hello,
 Please buikd the ntpsnmpd binary. The man page is built but not the binary?

~# dpkg -L ntp ntp-doc |grep snmp 
/usr/share/man/man1/ntpsnmpd.1.gz
~# 


You need to add --with-ntpsnmpd to ./configure
