For LSB $named can mean many things like /etc/hosts being available.

/etc/insserv.conf has this:
$named          +named +dnsmasq +lwresd +bind9 +unbound $network

(The + makes it optional and ignored if not available.)

Anyway, this should not be needed, but it probably doesn't hurt
either.  Named being up still doesn't mean that the network
actually is up or works or that named can give you answers.

Ntp should work correctly if nothing else is broken about
the dns setup.
