[pkg-ntp-maintainers] ntptrace fails with timed out error

ntptrace contained within ntp_4.2.6
fails with timed out error message regardless of circumstances.


additionally, the man page describes options, that apparently are not
supported in the command.
ie:  -d & -v (plus others),   AND the man page lacks documentation for -m

it appears the man page discrepancy has existed since 2004.
