[pkg-ntp-maintainers] Bug#714997: ntpdate prevents ntp from starting

hi,


moreover /etc/network/if-up.d/ntpdate prevents /etc/init.d/ntp from starting at boot.


from one of my servers' /var/log/syslog :

Aug 12 14:07:57 server1 ntpd[2913]: unable to bind to wildcard address 0.0.0.0 - another process may be running - EXITING


after uninstalling the package, ntp starts correctly at boot time.
