[pkg-ntp-maintainers] Bug#787404: ntp_intres.request: permission denied

Add another person noticing this happening.

>From looking through the bug reports, it looks like #787404 may be
related to bugs #535049 and #683061.  All resolve around nameservices
needing to be started before ntpd.

As mentioned roughly 1/4th of the way from the top in bug #683061,
"$named" is potentially many types of nameservices.  If one isn't
installed, it is skipped, so requiring $named isn't a problem.
