That is indeed used by "clock-setup" which is a udeb. It sets the
clock with ntpdate in the installer environment.
Obviously it would be best if there were one preseed setting which
worked both during d-i and in the real install.

DHCP is sometimes an alternative, yes. I hope you agree though that
it should be possible to do this via preseeding, and that is what this
report is about.
