[pkg-ntp-maintainers] Bug#793745: ntp fails to start

After today's update ntp no longer starts on my Sid system.  After
being gone on travel for ten days I return and update Sid and now ntp
isn't running.

The log message reports:

  $ grep 109 /etc/passwd

Downgrading to 1:4.2.6.p5+dfsg-7 still available in Testing fixes the problem.

  apt-get install ntp=1:4.2.6.p5+dfsg-7

To prevent the new ntp from migrating to Testing I have assigned the
severity to serious which I believe is the lowest severity that will
prevent automated migration to Testing.
