ntpd frm debian has never supported pps. As can be seen in bugs:

#790973 [n|  |  ] [ntp] ntp: does not do PPS sync

Speaking of #790973, why did you think it was appropriate to submit a
new bug that is essentially a duplicate of bug 790973, a bug which you
filed three weeks ago?
