[pkg-ntp-maintainers] Bug#833136: ntpdate has the same problem as ntp in Bug#461461. ntpdate starts before dhcpclient finishes

during system startup ntpdate starts before dhcpclient finishes.  hence ntpdate can't find its server so it dies and fails to set the clock.
