[pkg-ntp-maintainers] Bug#848205: ntpdc: can't talk to server

Dear Maintainer,

 I do:
   ntpdc
   ntpdc> peers

   and ntpdc times out trying to talk to the server on localhost.
   Installing the ntp version from Jessie without changing
   /etc/ntp.conf fixes the problem.
   thus:
   	apt-get install -t jessie ntp/jessie

  ntpq works with both versions.

  ntpdc no longer quits on control-D either.
