[pkg-ntp-maintainers] Bug#811171: ntp: README.Debian says about PPSKit but upstream kernel has PPS support already

Hi,

debian/README.Debian says about PPSKit but it seems that upstream
Linux kernel has already PPS feature by default, without such patchset
(It was 10 years ago since last update).

My /boot/config-4.3.0-1-amd64 says

>>CONFIG_PPS=m
>># CONFIG_PPS_DEBUG is not set
>># CONFIG_NTP_PPS is not set

So it is obsolete, IMO. Patch is below.
