Other message I see in my log contain:
ntpd[2259]: leapsecond file ('/etc/leap-seconds.list'): good hash signature
ntpd[2259]: leapsecond file ('/etc/leap-seconds.list'): loaded, expire=2016-12-28T00:00:00Z last=2015-07-01T00:00:00Z ofs=36

But I probably manually added this to ntp.conf:
leapfile /etc/leap-seconds.list

I should also look for a good way to run update-leap from cron
with not all hosts doing it at the same time.
