[pkg-ntp-maintainers] Backport Bug 3023 - ntpdate cannot correct dates in the future

Hi,

at raspbian jessie ntpdate does not update time when the system-time is 
fo far (~1week) in future.
I think it would make sense to backport this fix to 4.2.6.p5
