Note that this is within a background sub-shell and that the
wait_for_file call above also contains a while loop. I do see your point
about the timeout but it would complicate the code significantly.

Yeah, I agree it would be better to figure out the root cause of these
two issues, presumably in ifupdown, rather than working around them in
the if-up.d script. That said, I'm not sure what ifupdown's intended
semantics of "the interface is up" are. The interface was brought up
after all just not fully configured.

Anyways, I'm afraid I've spent too much time on this already so I'll
have to leave that investigation to someone else :(
