[pkg-ntp-maintainers] Bug#880648: pool configuration directive does not work

When unsing a pool configuration directive, the pool apears in the
peer list but no peer form this pool

With ntpd 4.2.8p10 on FreeBSD (11.1-RELEASE-p3) I get a line for the
pool plus a line per peer from the pool.
