[pkg-ntp-maintainers] Bug#878764: init script does not wait for ntpd to stop

Version: 1:4.2.6.p5+dfsg-7+deb8u2

When issuing a restart command for ntpd the old daemon is killed and new one 
started before the old one really terminates. The new one can't bind to 
network as the old one is has the sockets.

This was already reported in bug #802040 and was fixed in Debian Stretch. Any 
chance on fixing this in Jessie too?
