Bump build-dependency on octave-pkg-dev to >= 0.6.2

This is necessary in order to get the package built with the new versioned
packages directory (e.g. /usr/share/octave/packages/3.0).  This commit was
prepared in a semi-automatic way, so that there may be bugs left behind.
