    Use regular paragraphs in the NEWS file
    
    The Debian Developer's Reference recommends using regular paragraphs
    in NEWS.Debian rather than a bulleted list (section 6.3.4).  This
    problem was detected by Lintian (tag debian-news-entry-uses-asterisk).
