I'm not too picky about what goes into octave-forge so long as somebody 
is using it.  Even better if they are maintaining it.

I know there has been some list activity recently on linear 
programming, but I'm not a user and I don't want to judge which 
packages are most appropriate to include in octave-forge.  Perhaps 
someone here could ask on help-octave for guidance.  If an equivalent 
solution is added to octave-forge, then semidef can be dropped from 
Debian.
