Thanks for your interest.  The first thing to do is to subscribe yourself to
the pkg-octave-devel.  You might also register as an Alioth user
(alioth.debian.org) and send your user name to me, such that I can add you
to the development team.  BTW, any person lurking here is invited to do the
same.
