I am sorry, there is no API version bump in 2.1.71, it is still api-v13,
as in 2.1.69.  I was confused by octave 2.9.2, which has api-v15.

I am building octave2.1_2.1.71 and octave-forge_2005.06.13-1, which
should be uploaded to unstable soon.
