It won't make a difference.  The buildd queue is processed
in *alphabetical* order!  [1] So when a package earlier in
the alphabet is uploaded octave2.1 drops lower in the list.

On the other hand, there's no reason not to upload, since
octave2.1 won't lose its place in line.
