Although I wrote that I do not have time for tackling this, I could not
refrain myself of thinking about the implementation.  I guess that the
most reasonable way to build the versioned package for octave-forge (for
instance) is by having both built at the same dpkg-buildpackage run.
This would mean to build-depend on both octave2.1 and octave2.9 and
running twice configure/make.

At any rate, before doing any real implementation, let us discuss about
the new design here.  I think that this is not a trivial task and it is
better to have a well-thought design before doing random changes to the
SVN repository.
