Yes you can consider "Rafa" == "Rafael". More concretely, we use "Rafa"
in Spain as a shortening of "Rafael". My friends call me "Rafa" and I 
like it, so it may be a good idea you to call me Rafa. This has also the
advantage of avoiding confusion between Rafael Laboissiere and me :-)
