Eh, this is a package from a binary NMU (see the version number). So I'm
not sure it was built on an official buildd, at least not on the normal
ones.

Section from the changelog (taken from the .deb):

octave-forge (2006.01.28-2+b1) unstable; urgency=low

  * Binary-only non-maintainer upload for i386; no source changes.
  * Rebuild against libhdf5-1.6.5
