[Pkg-octave-devel] Upgrading Standards-Version to 3.7.0

I went ahead and did the change without waiting for any discussion here.
The lintian package is already 3.7.0-compliant and there is no reason for
holding the changes on.

Also, I changed the Build-Depends fields to span several lines, which makes
it easier to edit.
