Looking at it from behind:

octave-depends is only used by us packagers, so I think it's unlikely
that normal user will ever need it. 

octave-config seems to be used by mainly for compiling external
software; while this is not that uncommon, I think most people will use
(and need to change) mkoctfile. 

So if we want to connect these three commands, I would go for mkoctfile
as master.
