I had a discussion with Joerg Jaspert about this in IRC. The problem is
the file 
	non-free/splines/gcvsplf.f
which has its license in the same directory. The rest seems to be fine. 

There was an upstream discussion about this in 2005, see

I will prepare a repackaged upstream tarball, dropping only this file.
