The issue of transforming the components of octave-forge into Debian
packages has been discussed in several threads in octave-maintainers [1, 2,
and 3], as well as in pkg-octave-devel [4].  We even have a wiki page for
discussing the issue [3]. Unfortunately, no solution has been already
implemented, simply because we are lacking time and manpower for the task.
