I'm not sure about the BuildTested. Most problems with Octave files happen 
with stuff outside of Octave's realm (compiler problems, libraries, ...), so 
a BuildTested doesn't add much (unit tests in the files are much better, as 
they can be run at build time).

So, if the functionality is already there, fine. If not, I wouldn't worry that 
much.
