I think it is now time to make octave == octave2.9 in Debian.  This would
imply putting "Package: octave" under V_2_9 in debian/in/control and release
the resulting octave2.1 and octave2.9 packages.  For that to work, we will
have to propagate the epoch number into the 2.9 series.  It is ugly, but I
do not think there is another alternative.
