Simple: the docs should not be built when running ./debian/rules binary-arch.

I tend to agree to you, but was sympathetic to the buildd admin request.

This should be the responsibility of the texinfo package itself.  If you
request that every info documentation package should build on every
architecture, then the burden will be too high.  

I took a look at the texinfo package.  It ships with a directory
makeinfo/tests with plenty of regression tests.   However, "make check" does
not work because the necessary files are moved into the texinfo-doc-nonfree
pacakge.  Too bad...
