I will second Thomas here.  It is great to see real code for solving the
pkg.m packaging issue.  I am sorry of swamped with real life/work now, but
will try to get a look at your implementation soon.

Why not using our pkg-octave SVN repository, even in a preliminary,
exploratory phase?
