Sorry, I do not understand what you mean.  According to my proposal, the
debian/rules files of the octave-forge packages will have only one line
(Besides the shebang, blank, and comment lines). For instance, the
octave-combinatorics package currently in SVN [1] contains:

# -*- makefile -*-

include /usr/share/octave/debian/octave-pkg-dev.mk
###################################################

Am I missing something in what you wrote?

Oh, this is just a template for the ITP bug reports.  The "long description"
is just an general explanation for the ITP and will not appear in the
debian/control files of the octave-forge packages.  This file will be used
once for filing the bug report and then never more.
