[Pkg-octave-devel] Copyright issues in octave-integration

The integration package contains, as usual, the COPYING file stating that
the source files are released under the GPL-2+.  However, none of the inst/*.m
and inst/*/*.m files have copyright notices (licensecheck yileds "*No
copyright* UNKNOWN" for all of them).

However, doc/README says that some of the routines were taken from NETLIB
and the original author is Howard Wilson.  The second (and apparently the
last) maintainer of the integration pkg, Bryce Gardner, states the following
in the doc/README.Copying file:

This is not enough clear to me.  Is the (second) author authorizing the
distribution of the pacakge under the GPL?
