I think that the main concern here is about the end-user having to choose
between the different versions available. It has been argued that "apt-get
install octave" should always install the recommended version of Octave. By
chance, this is the case right now, because "octave" is a dummy package
provided by the octave2.9 source package that depends on octave2.9, which is
a dummy package depending on octave3.0.
Now, what will happen when octave2.9 will be dropped from sid and the lenny
users will do "apt-get install octave"? Since "octave" will be a virtual
package provided by both octave2.1 and octave3.0 (and eventually octave3.1),
which one of those will be installed?
