[Pkg-octave-devel] control files for forge packages

I have done some work on the control files for the forge packages.

What needs to be done is write a propper description, not sure how to
do that and don't know to much about those packages to write something
informatic.

Also, check the control file for octave-linear and octave-special, not
sure if the Source field is right, or the Package field.

I also left the Architecture: all intact, not sure what to do with the
packages who have .oct files.

Things left to do, add the watch files, the check.m files and write
good descriptions.
