Is that a license file, i.e. something like the GPL itself? Then no,
such things are dropped and replaced by a hint to the respective license
in /usr/share/common-license. There's no need to ship 40 copies of the
GPL.

By hint a mean a textual description in the package's copyright file,
not a symbolic link on the file system.
