I guess you are living closer to the Champagne than I do ...
On second look, maybe you don't:
	Perl - Châlons-en-Champagne: 187 km
	Lyon - Châlons-en-Champagne: 449 km 


For the rest: my DM status means that I can upload packages that have
already been uploaded with the above change. So, Rafael will have to
upload these packages once, before anything changes. After that, uploads
of such packages can be handled by both of us.

I can't introduce new packages into Debian, either.
