Oh I see.  They must have put it there in Sect 14.1 because of the
format() option.  format() is in Section 14.1.1.

You're probably right, on account of the format() connection, it's not
really a bug.  

Whether the rat() functions are useful outside of the format() function
is an interesting question, so I might leave the bug open for further
discussion.  I might raise the question upstream, say on their mailing
list.
