[Pkg-octave-devel] New upstream version for the octave-forge pkgs

All of the above packages except the nnet one have gotten their
sources correctly installed it seems (at least they have .texi and
similar files in the doc dir now).

How does this work with quilt to download the source tex into the
package for inclusion?
