This is a good suggestion.  For R, there is the r-recommended package, with
the following in its description:

  This Debian package is now a metapackage that depends on a set of
  packages that are recommended by the upstream R core team as part of a
  complete R distribution [...]

Could that package be called octave-recommended instead of
octave-packages-recommended?
