It works for me right now:
$ uscan --verbose
-- Scanning for watchfiles in .
-- Found watchfile in ./debian
-- In debian/watch, processing watchfile line:
   http://sf.net/octave/audio-(.+)\.tar\.gz
-- Found the following matching hrefs:
     audio-1.0.0.tar.gz
     audio-1.0.1.tar.gz
     audio-1.0.2.tar.gz
     audio-1.0.3.tar.gz
     audio-1.1.0.tar.gz
     audio-1.1.1.tar.gz
Newest version on remote site is 1.1.1, local version is 1.1.1
 => Package is up to date

You hit a temporary problem, probably.
