I completely forgot that 3.0.2-4 is still waiting for approval in the NEW
queue [1].  Activity on the NEW queue has been quite low these last times
and octave3.0 is quite far from the top [2].

At any rate, only DDs are allowed to upload packages containing new
components.  I could upload 3.0.3-1 but I wonder whether it is a good idea
to do it, because it will bring octave3.0 back to the end of the queue.
