Looking at other Emacs programming modes, I don't see that this is the
common way to define indentation widths, so I don't see why Octave
mode should do it.

BTW, are you setting tab-width to something other than 8?  I think
that is almost always the wrong thing to do, because then if you share
your files with someone else who doesn't know what your special
tab-width setting is, the file will likely look garbled.
