You are probably right.  We have now in octave3.0.desktop:

    Categories=Development;Math;Science;
    
Actually, Octave belongs to the three categories, but my Gnome desktop picks
the first one and puts Octave under "Applications -> Programming".  I agree
it is somehow misleading for new users.

At any rate, this is an upstream issue.  I am Cc:ing this message to the
Octave bug mailing list.
