If I understand this correctly then the -commit package is supposed to
contain all the .m files and the other one the .oct files. For all the
architectures, except amd64, this is not the case (take a look at the
list of files http://packages.debian.org/sid/octave-communications).
By some weird reason the first rule in the debian/rules file is not
processed on those architectures.
