Dep-Waits need binary packages in the right part. Set dep-wait on
libqrupdate-dev.

Gave it back on hppa; set a dep-wait on sparc on textlive-base-bin (>=
2007.dfsg.2-5), since it’s not availabe there yet.

Stuff looks installable there now, gave it back on ia64 as well.
