[Pkg-octave-devel] Pushing tags to alioth

Hi, 
in the aftermath of the recent Alioth migration/update, all hooks in the
git repositories had their exectuable bits enabled - which means they
are active.

In particular, this means that pushing an un-annotated tag will give you
the following:

$ git push --tags
Total 0 (delta 0), reused 0 (delta 0)
remote: *** The un-annotated tag, 0.10.1-1, is not allowed in this
repository
remote: *** Use 'git tag [ -a | -s ]' for tags you want to propagate.
remote: error: hook declined to update refs/tags/0.10.1-1
To git+ssh://git.debian.org/git/pkg-octave/qtoctave.git
 ! [remote rejected] 0.10.1-1 -> 0.10.1-1 (hook declined)
 error: failed to push some refs to
 'git+ssh://git.debian.org/git/pkg-octave/qtoctave.git'

It's unclear to me whether that change was intentional, but I doubt it.
