That's exactly what I want to change, to share the packaging branch
between the two repositories. That way we can regularly build packages
straight from the Savannah branch and update the packaging branch with
whatever changes it may need, and then the Alioth branch can just pull
from the Savannah branch.

Yes, this is ok, this is not harmful, many other projects work closely
with upstream like this.
